Work involves responsibility for managing, planning, organizing, and directing the activities of the campus-wide parking system, including financial management, maintenance, enforcement and public relations. Work requires the exercise of independent judgement and is performed under general supervision with considerable independence and initiative in accomplishing program objectives. Work is reviewed through conferences, meetings, reports, and general observations of results obtained. Works extensively in collaboration with University community in planning events.Duties/Responsibilities:Parking Management Duties• Maintains efficient and effective administration of parking permits. Insures an appropriate inventory of permits are on hand which requires forecasting the number and types of permits that must be ordered based on anticipated demand for parking in the five campus parking zone categories.• Supervises the parking and office staff; oversees and manages parking enforcement equipment and supplies.•Review, evaluate, interview, and recommend new hires. May serve as the Chair or member of the hiring committee. • Perform training for newly hired employees. • Develops and monitors - Jl. effective financial accounting system that incorporates collection of parking fees and funds remitted by violators for ticket fines.• Interacts professionally with internal and external customers to resolve parking questions and disputes. Insures quality customer service is provided to students, faculty, staff, and guests.• Develops an effective parking management system that ensures quality customer service to the University's students, faculty, staff, and guests.• Plans, manages, oversees, and develops policies for parking services, parking lot usage, fiscal management of the departmental budget, and applicable computer systems.• Maintains efficient and effective operations in administration of parking permits to faculty, staff, and students; petitions and appeals of parking violations; supervises the parking and office staff; oversees and manages parking facilities.• Collects and analyzes departmental data and compiles reports needed for long-range planning of parking facility/lot needs and zone adjustments.• Provides support to the VP with fiscal management of the department operating budgets. Helps track expenditures, and develops projected annual budgets.• Maintains appropriate vendor contacts and contracts related to Parking Services.• Effects change and demonstrates flexibility and positive leadership; develops and supports a responsive service delivery model for operational areas that anticipates and addresses the parking needs of the campus.• Required to attend senior-level administrative meetings· and assists the VP with providing accurate data backed solutions to parking related questions.• Provides leadership in the training and management of assigned personnel, development of creative ideas, process improvement, and application of new technology.• Provides knowledge and experience of parking system management, including strategic and long term planning of parking and transportation operations.• Responsible for the design, execution, and effectiveness of a system of internal controls, which provides reasonable assurance that parking operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and thedepartment complies with applicable laws, regulations, policies, and procedures.• Knowledge of or be able to become proficient with using applicable software and university computer systems such as Banner, AIMS, and Blackboard.• Supervise employees in safe working practices, and in security measures related to the handling of cash and credit card transactions.• Serve as the Administrator for and maintain the AIMS website (online parking permit system). Troubleshoot software problems when identified.• Reviews completed work of subordinates, meets administrative deadlines, develops and publishes all brochures and booklets pertaining to parking regulations• Be knowledgeable with and ensure compliance with all state motor vehicle laws and university policies regarding parking and other related matters.• When staffing issues require, may need to transition out of office to parking patrol services to enforce parking infractions. Public Relations Duties• Interacts with faculty, staff, students, parents, and external customers to resolve parking questions and issues. Maintains and updates the university parking website.• Represents the department during employee and student orientation as required.• Designs and promulgates parking education media such as brochures and parking education posters• Required to attend any and all programs as required by supervisor (FAST Conference, ODEI programs, other UAH or student sponsored programs).General Duties• Run monthly computer-generated reports on parking-related data including permit sales,citations issued, and refund information for the AVP.• Coordinate events with parking enforcement activities.• Will be required to hold P-Card authorization to make day to day purchases without prior approval or requestions authority.• Reconcile Department P-Cards.• Prepare and submit transfer authorizations, budget changes, and memorandum receivingreports as needed.• Coordinate employee and student billing with Payroll and the Bursar's Office.• Process permit deactivations, replacements, refunds, and voids. Professional servicesinvoices processed monthly: ·• The employee will perform all other duties as assigned. Minimum Requirements: • Bachelor's degree or an equivalent combination of education and years of experience.• 3 or more years of full-time verifiable work experience• Must have knowledge of Microsoft Office Suite to include Word, Excel, and Access.• Must possess general accounting and clerical skills to include strong writing skills.• Experience with computer-aided dispatch and video surveillance cameras.• Experience in public speaking.• Experience in a leadership or supervisory capacity.• Experience and ability to de-escalate and provide conflict resolution.• Ability to walk long distances outdoors in various climates.• Ability to multi-task in a fast paced environment.• Ability to plan, organize, and direct work of subordinate staff and direct the operations and activities of the Parking Services Division.• Ability to pass a fingerprint background check and investigation.• Ability to pass a drug screen.• Ability to pass a medical physical exam.• US Citizenship is required. Desired Qualifications: • Bachelors degree preferred.• Experience in a university or higher education setting desired• Experience in parking services or vehicle registration services preferred• Experience with AIMS Parking Services Software desired.
