Purpose of the Position:

The Resource Manager serves as the primary financial officer for the UAH Early Learning Center. This position is responsible for overseeing all ELC student accounts and supplemental revenue streams, managing all expenditures, and handling all personnel change actions.

Duties/Responsibilities
• Manage, process, monitor, and maintain all fiscal records for all ELC accounts. These accounts include but are not limited to: state operating funds, revenue accounts, grant accounts, Before/After school account, and UAH Foundation accounts.
• Manage and monitor personnel costs for student workers, temporary employees, and employees in unbudgeted positions, ensuring that costs do not exceed available funds.
• Work closely with the Director to make budget projections, generate revenue forecasts, encumber funds for planned expenses, and adjust budgets and expenses as needed throughout the budget cycle.
• Work closely with the Office of Sponsored Programs and Contracts and Grants Accounting to assist the Director with grants, including: proposal preparation, budgeting of funds, award finalization, purchasing materials and services, and preparing reports.
• Manage and monitor ELC student accounts, ensuring that: invoices are sent in a timely manner, student accounts are not allowed to be in arrears for long periods of time, and checks and cash are processed promptly and according to university procedures. Regularly prepare tuition reports for the Director, and other administrative units as requested. Handle payment-related parent questions and concerns.
• Work closely with the Director with contractor and partnership agreements, including: agreement preparation, prompt payment and issuance of invoices, and monitoring of expenditures and revenues associated with agreements/contracts.
• Process necessary procurement and accounting paperwork, including: requisitions, budget transfers, MRRs, miscellaneous and travel vouchers, and P-card transactions.
• Serve as point of contact for student account credit card payment portals.
• Manage and coordinate the hiring needs of the ELC.
• Enter all position information in PageUp, including entering position descriptions and employment changes.
• Review applications and schedule interviews.
• Submit all ePAFs for personnel actions.
• Complete all employee onboarding and offboarding documentation.
• Maintain personnel files within the ELC.
• Liaison between ELC and HR/Payroll.
• Work closely with Student Services on the hiring of Student Workers and Federal Work Study students.
• Serve as a timesheet approver proxy for the Director, in both Banner WTE and TimeClock Plus.
• Manage Labor Distributions for the ELC.
• Manage the Child and Adult Care Food Program (CACFP) at the ELC.
• Manage the annual program recertification process, and prepare and submit monthly financial reports.
• Manage, and maintain comprehensive records in preparation for the annual CACFP program audit.

• Serve as team lead on special projects as assigned
• Provide support, and assist with duties of other ELC personnel when necessary due to absences.
• Perform other duties as assigned

Minimum Requirements:

• Bachelor's degree in Business Administration, Accounting, Finance, or related field, or an equivalent combination of education and years of experience.
• 5-7 years of full-time verifiable work experience in budget administration or management.
• Must be proficient in Microsoft Office Suite, specifically Excel.
• Must have excellent written and verbal communication skills.
• Must be authorized to work in the in United States

Desired Qualifications:

• Master's degree in Business Administration, Accounting, or Finance is preferred.
• Familiarity with Banner Finance and/or Banner Employee is desired.
• Previous UAH experience or previous experience in an education administration position is preferred.

$50,000 - $53,000
