The Senior Budget Officer reports directly to the Associate Vice President for Budgets and Financial Planning and serves as a subject matter expert and key contact in the Budget Office for budget changes, training, Banner Finance security, monthly budget statements, and monthly fund balance reports. (The chosen candidate may be hired as a Sr. Budget Officer or the vacancy may be underfilled as a Budget Officer II, based upon the minimum requirements of each role. The Sr. Budget Officer level assumes the ability to quickly orient to the role, operate at a high level of independence, and effectively leverage professional experience/expertise to assess and improve processes.)

BUDGETS & ACCOUNTING ADVISOR & SUBJECT MATTER EXPERT

  • Provide advanced-level budgetary review and reconciliation support.
  • Advise University leadership, including unit & department staff, on budget matters.
  • Provide training in budget queries, budget changes, and journal entries in Banner Finance Self-Service to administrators, faculty, & staff.
  • Maintain UAH Banner Finance Security for Banner Finance access, both INB (Banner Admin) & Self-Service.
  • Work with the Office of Information Technology to review reports, write budget and expense reports for Argos, and resolve issues impacting the University's budget and accounting system.
  • Prepare monthly budget reports and fund balance reports for select budgetary units.
  • Facilitate problem resolution when necessary, and provide guidance to units in the identification of deficiencies in budget operations and/or record-keeping.
  • Serve as a subject matter expert on UAH budget procedures and protocols and provide excellent customer service to campus on budget-related matters.

DAILY BUDGET OPERATIONS

  • Monitor & review budgetary transactions based on Generally Accepted Accounting Principles (GAAP).
  • Process daily budget transfers (BD04), journal entries (JE16), and online budget transfers as requested.
  • Process adjustments to increase expenditures based on revenue receipts.
  • Process monthly Facilities & Administrative Cost Recovery Rate adjustments.
  • Prepare quarterly reports for the AVP to include research expenditures and private gifts.
  • Develop and establish procedures for the budget process and daily operations according to policies and procedures established by the University, college, and outside governing agencies.
  • Research, identify, and process journal entries to close out outdated accounts. Work with budgetary unit heads to identify funding sources and reimbursements.
  • Manage University cost share commitments fund balance and provide monthly reports to the AVP. Work with OSP in identifying areas of concern.

OTHER DUTIES

  • Perform special, annual, and other projects as assigned, including:
  • Assist with the development of analysis and reports to attain federal and state CAREs funding and serve as a liaison between the Department of Education and the Office of the Internal Audit.
  • Prepare several annual reports for the AVP to include Historical Research Revenues and the OIRA Institutional Assessments.
  • Audit Banner Query access campus-wide to ensure the correct fund/org access is given to each employee.
  • Maintain an organized filing system, and ensure appropriate record-keeping of confidential information.
  • Assist with special events, including the campus-wide FAST conference, including the identification, scheduling, and coordination of speakers and event resources.
  • Perform other duties as assigned.
Minimum Requirements:
  • Bachelor's degree in Accounting from an accredited post-secondary institution, or a degree from an accredited post-secondary institution plus a CPA license
  • A minimum of five years of progressively responsible financial management experience including accounting, financial reporting, and budgeting
  • Must have strong analytical, accounting, financial, and budgetary skills with strong attention to detail and accuracy
  • Must have proficiency in computer skills and Microsoft Office Suite, including Excel & PowerPoint
  • Must have electronic data processing & database management experience
  • Must be detail-oriented with a high degree of accuracy
  • Ability to communicate effectively, both orally and in writing, with various levels of University staff and officials
  • Must have excellent organizational and presentation skills
  • Must be comfortable with complex formulas and numbers
  • Experience in the interpretation, development, and implementation of complex policies, procedures, and rules relating to accounting and internal controls

 

Desired Qualifications:
  • Extensive knowledge and experience in financial administration
  • Knowledge of and ability to use creative problem-solving techniques
  • CPA license is highly desired
  • University or College experience is preferred

 

Published Salary (if available):

$65,000 - $85,000
